The Federal Council decided on June 4, 2021, to discontinue this state insurance offering, as the risks of international transport can now be well insured privately for the economic supply of the country. With the dissolution of the BKV, around 55 million francs will flow from the special financing into the general federal treasury by the end of 2021.
(Bern) The Federal War Transport Insurance (BKV) was a property insurance that could be taken out by companies conducting international transport on behalf of the economic supply of the country (WL). The transport vehicles themselves as well as the transported goods and valuables were insurable. The BKV was last taken out only by the owners of Swiss ocean-going vessels.
As a state insurance, the BKV only came into effect when private insurances could not or only inadequately cover risks such as war, piracy, unrest, and terrorism. The coverage by the federal government was regulated by the ordinance of May 7, 1986, on Federal War Transport Insurance.
Origins in the Post-War Period
The origins of this state insurance offering date back to the post-war period. Since 1955, the Federal Council had the authority to provide insurance against war transport risks and reinsurance of ordinary transport risks. This provision in the Federal Act on Economic War Preparedness was followed by two unpublished decisions of the Federal Council in 1956 and 1960, which laid the foundation for the Federal War Transport Insurance.
An analysis by the Federal Office for Economic Supply (BWL) has now shown that there is no longer a need to offer insurance at the state level. Today, almost every risk can be insured in the free market. In a consultation that lasted until mid-February 2021, almost all responding cantons, parties, and organizations expressed their support for the abolition.
Ordinance Invalid as of August 1, 2021
For these reasons, the Federal Council has decided to refrain from continuing the Federal War Transport Insurance and to invalidate the corresponding ordinance as of August 1, 2021. The existing special financing amounting to around 55 million francs will be dissolved. After the federal government suffered a three-digit million loss with the guarantees for ocean-going vessels, the 55 million will now flow back to the general federal treasury.
