The postponement also took into account the situation due to the Corona pandemic. Older trucks in categories Euro IV and V will be raised to the highest tier.
(Bern) The Federal Council aims to further strengthen the shift policy. One means to achieve this is higher fees for older trucks under the performance-dependent heavy traffic fee (LSVA). The Mixed Committee on the Switzerland-EU Land Transport Agreement has decided to adjust the LSVA as of July 1, 2021.
With the shift report 2019, the Federal Council has adopted a package of measures to shift even more goods from road to rail in cross-Alpine traffic. Among other things, it decided to reclassify older trucks in categories Euro IV and Euro V from the middle to the highest LSVA category. These vehicles currently account for about ten to twenty percent of the total traffic performance in freight transport on the road. In addition, the Federal Council plans to abolish the ten percent discount for Euro II and Euro III vehicles with particulate filters, which has been in place since 2011. These vehicles make up about two percent of traffic performance.
Committee Switzerland-EU has signaled green light
Since the adjustments also affect international traffic through Switzerland, the LSVA adjustment must be approved by the Mixed Land Transport Committee Switzerland-EU. This has now given the green light. With this decision, the LSVA will be increased six months later than originally planned. This takes into account the concerns of individual EU member states as well as the effects of the Corona pandemic. For implementation, the Federal Council will also adjust the heavy traffic fee regulation.
Furthermore, the Mixed Committee decided to extend the deadline for the transitional solution in the cooperation between the Federal Office of Transport (BAV) and the European Railway Agency by one year until the adoption of the technical pillar of the fourth EU railway package. It also approved a new deadline for reviewing national technical peculiarities in railways.
