Thus, one concern regarding the transition in trade with Great Britain after Brexit is eliminated.
(Düsseldorf) When the United Kingdom leaves the EU on January 1, 2021, import and export companies fear that trade between the former EU member and vice versa may no longer function smoothly. They cite a lack of IPPC-compliant wooden packaging and pallets, which must comply with the international standard for phytosanitary measures ISPM 15 for transport to and from the United Kingdom starting January 1, 2021.
Since 2002, the ISPM 15 standard has been mandatory for international trade outside the EU to protect domestic forests from pests. For the transport of goods within the EU, treatment is not mandatory. Upon import into third countries, the standard is strictly controlled, and if the cargo carrier is not treated, the import of the entire goods is denied. As of January 1, 2021, the United Kingdom is considered a third country, and wooden pallets will be checked at all borders to and within the United Kingdom for compliance with the ISPM 15 standard.
Recognized Treatment of Wood
The ISPM 15 standard requires the treatment of solid wood with a recognized measure. This is achieved for all EPAL pallets through heat treatment in drying chambers. This is identifiable by the branding of the center blocks with the IPPC marking and the IPPC number of the licensee, as well as the abbreviation HT. The markings may only be used by companies registered with the relevant phytosanitary authority. EPAL wooden load carriers can also be used without restrictions for the import and export of goods to the United Kingdom and back to the EU after Brexit.
In the technical regulations of EPAL, treatment according to the ISPM 15 standard has been mandatory for the production of all EPAL pallets since 2010. In repairs, EPAL requires its licensees to use new wood and, furthermore, obliges the repair companies to observe the national ISPM 15 regulations.
